New Generation Rehab has a unique blend of leadership skills, backgrounds, and expertise. Our team combines international business expertise, academia, and boots-on-the-ground time in Iraq and Afghanistan - all of these are needed in today’s Liberia.

Jacob Dodson President; Co-Founder
​
Jacob Dobson was born and raised in Sherman’s Farm, Margibi County, Liberia, where he was a champion footballer with 1st Division teams West Town, and Monrovia. Like many, he and his family fled Liberia during the brutal civil war; they initially settled in Ghana, and in 2002 were able to move to the United States. Jacob is now an American citizen, shares three children with his fiancée Ms Laura Huebner, and is finally on his way to earning the university degree that he planned 20+ years ago in Liberia.

However Jacob never abandoned his Liberian roots and heritage, and the stories and news of the problems caused by the country’s economic collapse and worsening drug addiction, made him look to get re-involved in Liberian society. He then met fellow expat Saplay Seke, and they formed New Generation Rehab Center in 2023.

Saplay Seke Vice President; Co-Founder
​
Saplay Seke was born and raised in Gaye Town, Sinkor County, Liberia, and experienced most of Liberia’s tragic civil war. In 1999, he migrated to America, became an American citizen, and enlisted in the US Army. Saplay proudly served with the famous 82nd Airborne Division as a paratrooper, and was deployed to Afghanistan in the early years of the US – Taliban war.

Saplay is married to the beautiful Barbara Darvine and has two children Arnold and Debra. He presently works at the Defense Logistics Agency (DLA) as a Business Process Analyst (BPA).
​
But being one of the 2% of Americans who served in Iraq and/or Afghanistan was not enough of a ‘commitment to service’ for Saplay, and a chance meeting with Jacob Dodson led to further discussions about how they could help their former country – so they joined forces and formed New Generation Rehab Center of Liberia in order use their new-found American skills and resources in order to begin the fight against drug addiction in Liberia.
Andrew Lubin Board of Directors
Andrew Lubin was born in America, and has a background that’s of great use to New Generation Rehab. He earned a BA in Political Science, and a Masters in International Management, both of which he’s put to good use through the years. Andrew’s recently retired from a career that included: the export-import field where he traveled and did business in some 84 countries, service as a USMC Combat Correspondent in Iraq, Afghanistan, and earthquake-ravaged Haiti, and as a professor/adjunct professor, he taught a variety of business courses on both a university and graduate level. In 2022 he ran for Councilman in his town, won, and now also heads the local business association.

His business expertise is helping New Generation Rehab navigate through the bureaucracies and inertia that halts so many well-meaning projects. Similar to Saplay, Andrew saw in Afghanistan how poverty and drugs can paralyze a country and he brings a commitment and drive that will help New Generation Rehab succeed.
